Newfoundland and Labrador invites provincial immigration candidates in third round of invitations

Newfoundland and Labrador conducted its third round of provincial immigration invitations for 2025 on May 29, marking continued activity since the province adopted an Expression of Interest (EOI) system in February. This round targeted candidates who submitted EOIs under the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP), resulting in a total of 405 invitations—surpassing the totals from the two previous rounds (328 on May 8 and 256 on April 3). So far in 2025, the province has issued 838 invitations through the NLPNP and 151 through the AIP. Newfoundland and Labrador's total nomination allocation for 2025 is 2,525, which includes 1,000 additional slots secured through negotiations with the federal government after its original allocation was halved.

Submitting an EOI

Foreign nationals who wish to immigrate to Newfoundland and Labrador must start by submitting an Expression of Interest (EOI) through the province’s online Immigration Accelerator system. Once submitted, the EOI remains active in the pool for 12 months before it expires. If selected, candidates receive an Invitation to Apply (ITA) and may then submit a full application to the Newfoundland and Labrador Provincial Nominee Program (NLPNP). For those applying through the Atlantic Immigration Program (AIP), their employer is responsible for submitting the application. Applicants outside Canada must obtain an “invite code” from their prospective employer to be eligible for either program, while those already in Canada do not require this code. Once an ITA is received, candidates have up to 60 days to submit their application. Prior to the introduction of this EOI system, individuals could apply directly to the province without this preliminary step.
